Natalia Rekhter, HSA Program Director

Natalia Rekhter, Program Director
Natalia Rekhter, native of Russia, brings to Lincoln College eight years of teaching experience. Since 2003 she worked as a Trustee Lecturer at the Indiana University, Indianapolis (IUPUI) School of Public and Environmental Affairs. Prior to that, since 2000, she taught at the Eastern Michigan University (EMU) combining her teaching duties with directing EMU College of Health and Human Services Career Center.

Natalia’s research interests focus on healthcare quality improvement through the advancement of healthcare management education and on prevention of HIV/AIDS epidemic in Russia. She has been a recipient of ten internal and external grant awards in the amount from $1,000 to $400,000. While at IUPUI she has developed and directed a Study Abroad Program in Russia; four times she took students to rural Russia to learn about health care delivery there.

In addition to an academic career Natalia has four years of industry experience that ranges from working for a large corporation, Trinity Health, to consulting services.

Keith Dutton's photoKeith Dutton
Keith's background includes over 25 years as an emergency health care practitioner, educator, supervisory, and CEO.  Previous positions include serving as the Director of Emergency Medical Services for the State of Florida, overseeing 300 EMS agencies, 30,000 practitioners, and over 20 designated trauma centers.  Additionally, his experience also includes health care human resources leadership and organizational development in the non-profit sector.

Keith has over 15 year's college teaching experience and has been a Lincoln College adjunct faculty member since 2003, primarily teaching business, HR and management courses.  He has previously taught at the Eastern Virginia Medical School, Tidewater Community College, Flagler College, and Robert Morris College.  He is currently employed full-time at Illinois State University, teaching organizational leadership courses in the College of Business.

He has earned national recognition and state-wide awards for his leadership, business practices, creative service delivery, and public education. He is a graduate of the Weinberg Institute's Problem-Solving Leadership program and has received advanced training in team development and facilitation. Keith has presented at over 40 regional and state conferences and previously wrote a monthly management column for a web-based EMS public safety journal.

Keith is a certified Senior Professional in Human Resources (SPHR), is an active member of the Society for Human Resources Management, and is a Board member of the local chapter, the Bloomington-Normal Human Resources Council.  He possesses an M.S. degree in Human Resources Management and a B.S. degree in Health Sciences.

 


Terry Lowe, Instructor for HSA program

Terry R. Lowe
Terry R. Lowe spent 33 years at State Farm Insurance before retiring as Manager-Learning and Development. He spent 28 years in health and life insurance claims/medical training as part of his job responsibilities with that company. With 23 years of management experience, and 30 years as an adjunct professor of business courses, Terry brings a wealth of business knowledge and educational experiences to his students.

Mr. Lowe holds an MBA degree from Illinois State University and holds 6 professional designations. He is a published author and was chairperson of the Insurance Education Committee for America's Health Insurance Plans for several years. He has completed training from the Center for Effective Performance, and is certified as an assessor of prior learning through DePaul University. He currently teaches at Illinois State University, Lincoln College-Normal, and Heartland Community College.

He also owns a consulting business offering services in the areas of development of educational materials, facilitation of a variety of meetings and events, diagnosis of performance issues and implementation of interventions, and writing and editing of a full range of communication pieces. He also welcomes clients seeking career and management coaching.

Mr. Lowe has been associated with Lincoln College for 29 years. He teaches Management and Marketing courses in the Accelerated Bridge to Education Program. In the Health Services Administration program, he will be assisting with marketing of the program, evaluation of student credentials for prior learning credits, and tutoring students in the operation of the course delivery system.
