LC-N Adjunct Faculty Receives 2009 Normal Rotary Health and Safety Award
Normal, Ill. - The 2009 Normal Rotary Health and Safety Award was presented to Ronald Swan, an adjunct professor in the Criminal Justice Studies department at Lincoln College – Normal, where teaches baccalaureate classes in Ethics, Race and Criminal Justice, and International Criminal Justice.
This award, which has been presented annually since 2006, is given to an outstanding citizen living or working in Normal. The honorees each contributed substantially to the quality of life for the citizens of Normal by promoting health and safety initiatives.
The award was presented during a lunchtime reception of the Normal chapter of the Rotary Club. The Normal Rotary club was founded in 1949. Members, who meet weekly, presented this award to Swan during a lunch reception in June.
During the award presentation, Dr. James Fagin, described Chief Swan as, “…a reassuring voice in the community.” As chief of police for ISU, he has worked to promote safety both for the ISU campus and our community in general. In addition, he has worked to promote American criminal justice standards abroad, and is a tireless advocate of tolerance and understanding. A ‘teacher’ in every sense of the word, he has worked to promote awareness of racial justice in Illinois and beyond.
Chief Swan’s dedication to the community resulted in him receiving the Reverend Dr. Martin Luther King, Jr. Human Relations Award from the City of Bloomington, Ill. in 2003 and Illinois State University’s Strand Diversity Award in 2008. He’s been a guest of the Russian government more than 17 times, lecturing on standards of justice for Russian law enforcement. His article, “Effectiveness of Law Enforcement Activity and Police Personnel in the United States and Russia -- Organization, Juridical and Social Research,” is widely disseminated throughout Russia. A copy can be found in all government universities of the Russian Federation.
He holds an A.A.S. degree from Hannibal-LaGrange College in Hannibal, Missouri; a B.S. degree from The University of the State of New York; another B.S. degree from the University of Missouri-St. Louis, an M.A. degree from Webster University, St. Louis, and he has completed additional post-graduate work at St. Petersburg University of the Ministry of Interior, St. Petersburg, Russia.
